  14. As a former AT&T employee, and not a particular happy one, I can tell you 
  15. your legal rights on this are nonexistent. If you want a conditioned (digital 
  16. quality) line they expect you to pay for it. You may, however, tell them your 
  17. having trouble sending faxes and get a better response. There is a good 
  18. chance that your second line is a SLCC ( a frequency multiplexed line on the 
  19. same pair of wires as your first) These often have problems with digital 
  20. transmission.
